A major Commonwealth institution needed to regain control of ICT delivery after years of product duplication, fragmented infrastructure, and rising operational costs.

What we did

EmberPoint established two foundational capabilities from the ground up: a TOGAF-aligned Enterprise Architecture practice and a Portfolio and Project Management Office (PMO). Both functions were implemented using a pragmatic “just enough” governance model designed to deliver immediate operational value while maturing over time.

The Enterprise Architecture practice provided a whole-of-enterprise view of technology platforms, lifecycle risk, duplication, and investment priorities. The PMO embedded delivery discipline across the implementation pipeline, ensuring architectural decisions translated into coordinated execution, prioritisation, reporting, and governance.

The engagement operated within one of the most cyber-targeted environments in the Commonwealth, requiring delivery approaches that balanced operational continuity, security uplift, and organisational agility.

What it delivered

Operating expenditure reduced by 18% over two years while ICT services continued to expand across the organisation. The department established clear governance, stronger investment visibility, and a more sustainable operating model supported by enterprise-wide architectural oversight and coordinated delivery management.

The work also created enduring capability foundations for future cloud, cyber, and digital transformation initiatives.
